CONSTITUTION 

ARTICLE 1 — NAME

This club shall be named the North American Border Club

 

ARTICLE 2 — PURPOSE

The purpose of this club shall be:

 

1.   To provide opportunities for acquiring skill in breeding Border canaries

2.  To encourage members to work toward exhibition standards in their Border breeding programs

3.   To encourage members to exhibit their birds at their local show and the annual National Show

 

ARTICLE 3 — MEMBERSHIP

The membership of this club shall not be limited in number (see BYLAWS, Article 1).

 

ARTICLE 4 — OFFICERS

The officers of this club shall consist of:

 

1.    A President

2.    A Vice-President

3.    A Secretary4.    A Treasurer5.    Regional Directors

 

These officers shall constitute a Board of Directors and shall serve for a term of 2 years or until their successors are elected or appointed. (See Article 2 of the BYLAWS).

 

ARTICLE 5 — MEETINGS

There shall be one regular meeting at the National Show (See Article 3 of the BYLAWS).

 

ARTICLE 6 — AMENDMENTS

The constitution shall not be changed or amended except at a regular meeting of the club and by a three-fourths vote of the qualified members voting.

 

BYLAWS

 

ARTICLE 1 — MEMBERSHIP

Section 1

Persons can become members by submitting their names and any other pertinent information, paying the current dues, and expressing interest in the purposes of the club.

 

Section 2

It shall be the duty of every member to abide by the CONSTITUTION and BYLAWS of the club, to respect its officers, and to abide by the wishes of the majority in all matters pertaining to the club, such as serving on committees, holding office, etc. It shall also be the duty of every member to keep the Secretary informed of any changes of address, zip code, or phone number, or of any other information that is pertinent to club records.

 

Section 3

1.   Membership dues shall be revised by the club from time to time as inflation and needs determine. Changes in dues will be presented to the membership during a regular business session and voted on at the following meeting.

 

2.    The dues for married couples, businesses and organizations shall be one and a half times the dues for a single member, and shall count as two memberships.

 

3.     Dues are payable to the Secretary-Treasurer by December 31 for the following year.

 

4.    Any member who has not paid the current dues by January 1st shall cease to be considered a member of the cub and shall be dropped from the roll.

 

5.    No bird bands will be issued if membership dues or other outstanding club debts are not paid.
 

ARTICLE 2 — DUTIES OF THE OFFICERS

Section 1

The President shall:

 

1.    Preside at all meetings of the club2.    Enforce all club laws3.    Be an ex-officio member of all committees4.    Appoint all committees or such officers as may be necessary unless otherwise ordered5.    Exercise a general supervision of all interest of the club

6.    Represent the North American Border Club at the November meeting of the National Show

 

Section 2

The Vice-President shall:

 

1.    Assume all duties of the President in his or her absence

2.    Prepare and publish a list of all regular and special  meetings

3.    Be in charge of fund-raising projects

4.    Have the responsibility of scheduling meeting places for the regular meetings

 

Section 3

The Secretary shall: 

1.    Keep the minutes of club and Board of Directors Meetings
2.    Send out all notices and invitations
3.    Have charge of all correspondence
4.    Appoint a temporary chairperson in the absence of the President and Vice-President

 

The Treasurer shall: 

1.    Collect all dues
2.    Issue current membership lists
3.    Have custody of all fund
4.    Pay bills authorized by the club
5.    Be in charge of procuring and disbursing bands
6.    Submit a financial report of the club at its regular meetings
7.    Submit the treasury books once every year for audit

 

 

Section 4

Regional Directors shall act as a Board of Directors and shall act as a judicial body to settle all disputes involving the club (Anyone who desires a judicial review must submit a written complaint to the President).

 

Section 5

Regional Directors and other officers deemed necessary for the operation of the club shall be appointive offices.

 

 

ARTICLE 3 — CLUB MEETINGS

Section 1

The regular business meeting of the club shall be held at the National Show unless otherwise ordered by the club.

 

Section 2

Special meetings may be called by the President. All members will be notified two months in advance of the meeting.

 

Section 3

The November meeting shall be for the purpose of nominating and electing officers, reviewing minutes and notes of the last meeting, presenting an audited treasurers report and conducting any other business that may arise.

 

Section 4

Ten (10) members of the club shall constitute a quorum for the transaction of business.

 

ARTICLE 4 — SHOWS

Section 1

The club will participate in the National Show

 

Section 2

The club will nominate a judge or judges and present these names with their addresses to the National Show secretary. The North American Border Club will aspire to provide funds to the National to help pay for the fee of the Border judge (s).

 

Section 3

In addition to the Higgins Award, or awards of the area shows, the club shall offer a rosette for the Border that best meets the standard prescribed by The North American Border Club. Area clubs may request these awards to be presented at their show if the club sponsoring the area show has five (5) North American Border Club members. A membership cannot be applied to more than one area club.

 

ARTICLE 5 — SUSPENSION OF BYLAWS

These BYLAWS may be suspended at a regular business meeting by unanimous vote of the members present

 

ARTICLE 6 — AMENDMENT OF BYLAWS

These BYLAWS may be amended at any regular meeting of the club by a two-thirds vote, providing the amendment has been submitted at the previous business meeting.
